Message from the President

The creation of “Moussalaha Center” follows the High Instructions of His Majesty King Mohammed VI, may God assist him, as a capitalization of the experiences and good practices obtained and owing to the success of the rehabilitation “Moussalaha” program launched since 2017, which has had an unrivalled international impact. This program was developed based on the importance of ensuring conditions for the reintegration of detainees charged under the anti-terrorism law, through an integrated approach that seeks to rehabilitate inmates in this category in order to reconcile with the systems and standards that govern society in its relations with the individual and with the legitimate institutions that guarantee the management of public life, in accordance with the precepts of the applicable human, legal and ethical laws and standards.

In its orientations, the Center relies on the values of openness, tolerance, dialogue and moderation, privileging the higher interest of the nation and rallying around national constants, inspired by these principles from Islamic teachings based on moderation. This approach has helped to enable the beneficiaries of the program to reconcile with themselves, with society, and even with religious texts.

Considering that the creation of this Center is the result of an institutional partnership between the General Delegation for Prison Administration and Reintegration, the Rabita Mohammadia of Ulemas, the National Council for Human Rights, the Mohammed VI Foundation for the Reintegration of Prisoners, the Ministry of Economy and Finance, and other partners and institutional actors, the main mission of the center is to strengthen efforts and contribute to the national strategy to prevent violent extremism and counter terrorism.

The Center also supervises the “Moussalaha” rehabilitation program in its current form, ensures its continuity, and also supports and accompanies the beneficiaries after their release. In addition, the Center undertakes additional tasks, including the formulation of prevention programs aimed at protecting against the risks of extremism and the launch of a vigilance system to monitor these risks by taking the necessary measures to protect the family environment of the beneficiaries of the program from the risk of extremism. In addition, the Center also conducts studies and research, and organizes meetings, conferences and provides training courses.

As part of the implementation of the “Digital Morocco” Strategy aimed at building a knowledge and information society, developed in accordance with the High Directives of His Majesty King Mohammed VI, may God assist him, the official website of the Moussalaha Center is launched today to establish a link of interaction between the Center and its surroundings. In conclusion, I hope that this website will commensurate with the aspirations of the various partners and interested parties.
